What is The Difference and Which is The Right One to Use?

What is the difference in "Letter of the Law" and "Spirit of the Law"? I have heard Officers use these terms and have always wondered what the difference is. Thanks for this site, it is a great help for people like me who are a little intimidated by officers when face-to-face.
